Training Course on Market Monitoring

A training course on market monitoring took place in Podgorica, Montenegro in the framework of the Europaid technical assistance project addressed to the Montenegrin Ministry of Economy, Regulatory Agency and the Electricity Transmission System Operator and Market Operator. The expert of EXERGIA Dr. Theodor Goumas analyzed the new requirements for the regulators’ market monitoring activity, as it is anticipated in the “third energy package” of the European Commission and proposed adaptations appropriate for the size and the conditions of Montenegro. Furthermore, he presented the case of California failure to meet electricity demand in 2001 as a characteristic example of inadequate evaluation and adoption of remediation measures albeit market monitoring indications and proposals.
